Changing Electorate: The Republican Party’s ability to reshape the electorate in its favor has gone under the radar, according to Evan McKenzie, UIC associate professor of political science. Cigarette Taxes: County Board President Toni Preckwinkle’s proposed higher cigarette tax might not increase revenues, says David Merriman, UIC professor of public administration.
