Detroit Bankruptcy: In most states, the law prevents municipal bankruptcy. Michigan will have to assume much of Detroit’s responsibility for city services now that the bond markets are unlikely to lend funds to the city, says Michael Pagano, dean of the UIC College of Urban Planning and Public Affairs.
