The GFRC Panel Series – the Urban Forum Extended. The People’s Money: Panel 1

As discussed at the UIC Urban Forum on September 13, cities and other local governments across the U.S. face a range of fiscal challenges, including revenue streams that remain below pre-Great Recession levels, the cost of legacy liabilities, and the budgetary implications of the Tax Cuts and Jobs Act of 2017.

The Government Finance Research Center’s 2018 panel series features short presentations on the white papers written as the foundation of discussion at the Urban Forum. The panel series will allow attendees to engage in discussion with the authors and expand on ideas presented into living, breathing next steps for our fiscal challenges with a hint to what the fiscal future may hold.

Each panel will feature two Urban Forum white papers with a moderated discussion about how the ideas and direction presented in the papers relate to contemporary issues facing U.S. cities.  It is not necessary to have attended this year’s Urban Forum to benefit from these discussions.

This event’s white papers are:

• “The contemporary fiscal situation of cities” presented by Yonghong Wu, Associate Professor of Public Administration (UIC) and Michael Pagano, Dean of the College of Urban Planning and Public Affairs (UIC); and
• “Exploring urban governments’ fiscal challenges: what, who, when, where, why?” presented by David Merriman, Professor of Public Administration (UIC).

The event will be moderated by Chicago Tribune reporter and UIC alumnus Gregory Pratt. Mr. Pratt covers City Hall for the Tribune, and he previously worked at the Better Government Association, alt-weeklies in Phoenix and Minneapolis, and a Spanish daily in Chicago.
